Flying a drone in Albania

Every photography note on this site tells you to check with the Albanian Civil Aviation Authority. This is the page that explains why it says that, which places are closed regardless, and what could not be confirmed.

  1. The AAC is the authority, and it is the one to askAlbania is outside the European Union and runs its own civil aviation framework rather than the EU's, so the rules a European pilot knows do not carry across. The Albanian Civil Aviation Authority is the body that sets them and the body that answers on them.01
  2. This site prints no registration threshold, and here is whyWhether a drone has to be registered, and from what weight, is the exact question that could not be settled. The secondary sources that cover it contradict each other, and the AAC could not be reached to decide between them. The status ticker on the home page carries the same answer: it says it does not know, rather than picking whichever page it read last.02
  3. Treat three contexts as closed before you ask about anything elseInside Butrint, flights need the national park authority's permission, which is separate from whatever the national requirement turns out to be. In Tirana there is no flying within 5 km of the airport and government buildings are off limits. At Orikum and over Sazan you are beside and above an active naval base and a military island, and that is enforced rather than discouraged.03
  4. On a border, do not assumeThe Korab and Gramoz summits stand on state borders, and those pages say plainly that no source this site would cite states what is required of you for being up there. A frontier ridge is the last place to find out that an unconfirmed rule was real.04
  5. Ask before the trip, not at the launch siteThe one thing every source agrees on is that the answer comes from the AAC. Getting it while you can still change the plan is the difference between a permission and a disappointment.05

Asked about this

Do I need to register a drone in Albania?

This site does not know, and it will not pick a threshold to look decisive. The secondary sources disagree with each other and the Albanian Civil Aviation Authority could not be reached to settle it, so the AAC is the answer to that question rather than this page.

Can I fly a drone at Butrint?

Not without the national park authority's permission, which is a separate permission from any national registration requirement. Most of the site is under tree canopy in any case, so the aerial shot is worth less there than the ground one.

Can I fly a drone on the Riviera?

Every Riviera entry on this site records the drone answer as unknown and sends you to the AAC, which is the honest state of it. The far end of that coast is not in doubt: the Pashaliman naval base at Orikum and Sazan island are military, and they are enforced.

Does my EU drone registration cover me in Albania?

Do not assume it does. Albania sits outside the EU and runs its own civil aviation framework, so an EASA registration is not automatically the thing being asked for. What the Albanian requirement is could not be confirmed, which is the reason this page exists.

Where is drone flying obviously banned?

Around Tirana airport, within 5 km, and over government buildings. Around the Pashaliman naval base at Orikum and over Sazan island, both military. Inside Butrint without the park's permission. Those are the ones this site is confident about.
