Car or bus?
Albania has no train worth the name, so this is the real question. The bus network is cheap and covers the towns; it thins out exactly where the roads get good.

Our answer
Hire a car for anything that includes the Riviera or the shoulder months, and use buses for a town-to-town trip in high summer. The published furgon fares make the bus obviously cheaper; the corridors are where the money goes back, because the SH8's bays and the Alps road are not bus destinations.
