Our answer

Tirana on almost every arrival. It has the only airport with scheduled commercial service, the road network runs out from it, and a first night there costs no driving at all. Durrës earns the night in two cases: you came off the ferry from Italy, or you want the amphitheatre and a swim before the trip proper starts. Not in July or August, when the busiest domestic beach in the country is the opposite of a quiet first night.

IfYou are flying in with a week ahead of youTirana. It is the hub the rest of the road network runs out from.
IfYou are arriving on the ferry from ItalyDurrës. It is the port, and the amphitheatre is a short walk from it through the old town.
IfYou want a swim on the first dayDurrës in June or September, when the same beach is half empty.
IfYou are here in July or AugustTirana, which empties in the weeks the coast fills, and Durrës on a weekday if at all.
