February is January's itinerary run in slightly better conditions: fewer wet days on the coast, an extra hour of daylight by the end of the month, and the same closures in the north. It is the quietest month in the stone towns and the last one before the roads start reopening.

With most local operators, yes, for a fee: roughly EUR 20-40 for Kosovo and EUR 40-60 plus a Green Card for Montenegro. Greece is restricted and much more expensive where it is allowed at all. Confirm with your own company before booking.
