Getting there

car, bus. The SH8 for the beach village, with the Himarë to Borsh minibus stopping roughly every one to two hours in summer and a five to ten minute walk down from the stop. The upper village is the hard part: a 4 km switchback road, ten to twelve minutes by car, a taxi at about EUR 5 to 10 one way, or a 60 to 90 minute walk uphill.

The upper village faces the sea, so it takes late light well and the beach below goes into shadow first. Check drone requirements with the AAC before travelling.

Qeparo is two places with one name. On the SH8 there is a beach village with a promenade and a pebble shore. Four kilometres up a switchback road, and about 450 metres higher, there is Qeparo i Sipërm: stone houses, many of them empty, on a slope looking down the coast.

That split is why a single stop here serves two different travellers. It is also why the crowd number has to be given twice. The beach fills to something like the Riviera average in August. The upper village does not fill at all.

Early June and September are the months, and the mechanism is specific: they are when the village is still mostly empty and the sea is warm enough to swim. The sea runs about 25.5 °C in August and about 24 °C in September, so September costs almost nothing in water temperature and buys back the quiet. In July and August the upper village loses roughly half its empty character to day-tripper traffic.

Above the upper village, the ruins of Karos Castle are free and about twenty to thirty minutes' walk through olive groves.

One caveat worth stating because it dates this page. The upper village's emptiness depends on the road up staying awkward. A road upgrade or a shuttle would change what is written here quickly.
