Right now, in August: best. Warm, remote. Read the whole of August.
This is the least-visited part of Albania and it stays that way for structural reasons: thin accommodation, long drives, and roads that change with the weather. Kukës sits on a reservoir under the Gjallica massif; Peshkopi has thermal baths and the Korab range along the North Macedonian border.
It earns the detour in a narrow window. From June to September the valleys are open and the Lura lakes are reachable with the right vehicle. Outside it this is a corridor rather than a destination, and the honest advice is to drive through.
